Sydney CEO Matthew Pavlich has expressed his “bitter disappointment” in Tom Papley after the star forward returned a positive drugs test while driving with a suspended licence.

Pavlich also said the club have a “long way to go” in improving their culture after yet another off-field scandal.

Papley was pulled over by NSW Police on Monday where was issued with a court attendance notice for driving with a suspended licence due to not paying a parking fine.

During the roadside stop, the underwent a random drug test which retuned a positive reading for methylamphetamine but 7NEWS understands it centres on MDMA/ecstasy.

If Papley’s second sample is positive, the 216-gamer is likely to face an AFL penalty separate from any legal sanction.

Speaking briefly outside club headquarters on Thursday, Pavlich once again apologised.

“We’re obviously bitterly disappointed that we’re here talking about this today. We’re really disappointed in Tom himself and we voiced that pretty directly to him yesterday,” he said.

“We apologise unreservedly to our members, fans and corporate partners. We’ve let them down again and we must be better. It’s a really disappointing time for the footy club.

Be the first to know:

“But given this is a police matter, we cannot make any further comment until such time as the secondary sample comes through and that test is validated.

“We’ll work through that process over the next period and we’ll update everyone after that.”

The incident comes just two months after the Pullman Hotel scandal that saw vice-captain Isaac Heeney, Chad Warner, Nick Blakey, James Jordon and Riley Bice stood down for the remainder of the AFL season for breaching behavourial standards.

They also remain the subject of an ongoing police investigation.

When asked specifically if the Swans have a cultural problem, Pavlich said they are “looking into it right now” and they “need to be better”.

“We’ve been identifying that over the last eight weeks and we’ve started some deep work on that with our AFL men’s department, with independent advisors helping us through that,” he said.

“They’re the questions we’re asking ourselves right now and asking our players. We’ll continue to update everyone about that, probably later today.

“I think on that basis, we need to be better. This is not something that anyone is stopping short of knowing that we’ve got a lot of way to go and we’ve got some deep work to do and understand how we get better for the future.”

Pavlich also said the club’s corporate partners and sponsors were once against left disappointed and angry by the latest incident.

“We’ve spoken to another them over this last period, we’re staying connected to them,” he said.

“They’re disappointed, they’re angry, they’re supportive.

“They know that over a long period of time that the club has upheld really high standards and I can guarantee them and everyone that we will continue to do that.”

Meanwhile, Victoria Police are yet to provide an update on an investigation into sexual assault allegations at East Melbourne’s Pullman Hotel following a Round 23 AFL game.

Detectives in early September travelled to NSW to interview a 30-year-old Maroubra man, a 25-year-old Paddington man and two Randwick men aged 25 and 26.

It is understood the men interviewed were Heeney, Warner, Jordon and Blakey.

No charges have been laid and 7NEWS is not suggesting any wrongdoing on the part of the suspended players.

Bice is no longer a person of interest for police, while Blakey departed the Swans during last month’s trade period to join North Melbourne.
