In response to a localized hyperendemia of Meningococcus B in Rennes, French authorities have implemented a novel digital infrastructure to enhance monitoring, traceability, and responsiveness during crisis situations. This initiative was unveiled at the Santexpo fair in Paris, according to Xavier Vitry, head of Public Health and Health situations.

The Meningitis B Outbreak in Rennes

Since December 2024, an aggressive strain of Meningococcus B has been identified in Rennes, leading to several cases. Three students from Rennes School of Business were affected in December 2024 and January, along with three members of the same family in January. Tragically, one death was recorded.

The national reference center confirmed that the strain is identical across these cases, despite the absence of an established epidemiological link between the affected households. health authorities, in collaboration with the Regional Health Agency (ARS) Brittany, Public Health France (SPF), and the Ministry of Health and Access to Care, have classified the situation as a localized hyperendemia.

Targeted vaccination Campaign Launched

On February 26, authorities initiated a targeted vaccination campaign against Meningococcus B. This campaign aimed to reach 4,000 students from Rennes School of Business and, more broadly, 117,000 young people aged 15 to 24 who are students or working in the Rennes area.

While vaccination is not compulsory, it is strongly recommended, following a two-month spaced schedule (three months for infants).

The vaccination programme utilizes the standard healthcare system, involving pharmacists, doctors, midwives, and nurses, as well as dedicated vaccination centers within the Rennes area.Mobile teams are also deployed to high schools to expand vaccination coverage.

  • The existing platform “Mesvaccins.Net-Colibri”
  • the use of Finess numbers for mobile centers and teams
  • Integration into health insurance data via the “Erasm” system
  • The reactivation of the data sorting station from the COVVI-19 pandemic management.

According to Xavier Vitry, this system ensures a rapid response in the event of the epidemic spreading to other regions. A legal and technical framework is being finalized to ensure data interoperability with the National Health Data System (SNDS) via the National Health Identity (INS).

Beyond the Emergency: A Broader Vision

This crisis is driving a broader reflection on the urbanization of facts systems (IS) for preparedness, health security, and crisis management. an IS urbanization strategy is underway,structured around five priority areas:

  • Response means
  • Unscheduled emergencies and care
  • Environmental health
  • Surveillance and reports.

This vision aims to unite business and technical experts to better anticipate emerging environmental risks, limit the spread of epidemics, and ensure more resilient digital governance of public health.

The objective is to create a system that is modular,interoperable,and capable of transitioning from common operation to remarkable mobilization. An data orchestrator is also under development to activate inter-SI connections according to the legal framework.

Common and reusable digital modules are being designed to enable operators (ministries, ARS, national agencies) to better anticipate emerging health risks, limit the spread of epidemics, and facilitate decision-making.

This initiative stems from the new strategy for governance and organization of crisis IS, as announced in December 2024 during the 12th Digital Health Council (CNS).
